When you are writing to express your opinion on an issue or make a request, it’s helpful to keep your letter short and to the point. It is best to limit yourself to writing about one issue at a time. Letters that cover four or five issues tend to wander and can be hard to read, and are less likely to catch the attention of your Congressman or his/her staff. A short letter is much likelier to be read than a long letter. It is not uncommon to receive a letter back. I have received both form letters and personal letters.
Use your own words in writing a letter. Using your own words is much more effective than echoing an argument you’ve read somewhere else or using a form letter. Use common, conversational language, like you would use in talking to a friend. If you don’t like them, treat them like a friend anyway and give them the respect their office holds.

You can use similar wording in your letter body as shown below. Quoting law is not always necessary. Please use your own words and add a personal introductory paragraph. All these paragraphs are not necessary to write your letter. Pick and choose what you want to say!
By federal law, child support arrears cannot be modified or eliminated for any purpose. The Bradley Amendment [42, U.S.C. 666(a)(9)(c )] says that once a child-support obligation has been established, it cannot be retroactively reduced or forgiven by a judge.
If a child support obligor becomes disabled, imprisoned, unemployed, or even slips into a coma, unless they have the wherewithal or presence of mind to file for a suspension or reduction, their debt will continue to accumulate, and cannot be modified for any reason.
The Bradley amendment all but ensures that any parent who has a dip in cash flow will be buried under a debt that cannot be legally escaped. It often helps chase poor men into illegal activities or the underground economy, away from mainstream jobs and their children. This is clearly wrong, and violates every principle of justice and fair play for which we Americans have always prided ourselves.
As your constituent, I call upon you to sponsor legislation that would repeal 42, U.S.C. 666(a)(9)(c ), commonly known as the Bradley Amendment, and substitute language that would allow retroactive modification of child support arrears in the interest of justice, and when determined to be in the best interest of the child. This would allow rational judges to do what is right in order to eliminate the manifest injustice faced by millions of child support obligors.
